How much cocoa powder do I use to replace 2 cups semi-sweet chocolate chips?

How much cocoa powder do I use to replace 2 cups semi-sweet chocolate chips?
I have a recipe that calls for chocolate chips, but I don't have chocolate chips. I do, however, have cocoa powder, which I prefer using anyway. Can someone tell me how much cocoa powder to use in replace of 2 cups of chocolate chips??

Very roughly I would use about 2/3 of a cup of cocoa, about a cup of sugar and increase the fat (butter or oil) by about 1/3 cup.
